The code items that decide whether it is a bedroom

To count as a legal bedroom in Minnesota, the space needs:

• Ceiling height: at least 7 feet over a minimum of 50% of the required floor area, with sloped areas below 5 feet not counted at all. This is exactly what the dormer solves.
• Egress: an openable window meeting minimum clear opening (generally 5.7 sq ft, 24" clear height, 20" clear width, sill no more than 44" above the floor).
• Heat to the space.
• Smoke and CO detection.
• A closet is not required by code in Minnesota, but appraisers and buyers expect one.

Insulation is the make-or-break

A dormer built without proper attention to the roof assembly will ice-dam and be miserable to heat. In a dormer's tight rafter bays you need either:

• Closed-cell spray foam at the roof deck creating an unvented assembly (most reliable in a dormer), or
• Baffled vent channels maintaining a continuous path from soffit to ridge, plus batt or blown insulation, plus a real air barrier.

Do not accept batt insulation stuffed into a 2x6 rafter with no vent channel. That is a mold and ice-dam machine in this climate.
