Minnesota homeowners insurance usually pays for the water damage an ice dam causes inside your home. It usually does not pay to remove the ice dam, and it never pays to fix the insulation and ventilation problem that created it.

That last line matters. If you have filed an ice dam claim before and did not fix the underlying cause, the second claim is much harder to get paid.
What an ice dam actually is
Heat escaping from your living space warms the roof deck. Snow melts, runs down, and refreezes at the cold eave and gutter line. That ridge of ice grows, and meltwater backs up under the shingles and into the house.
It is not a roof defect. It is a heat-loss defect. Which is exactly why insurance treats the fix as maintenance.

Never chip ice off a roof
Hammers, hatchets, and ice picks destroy shingles and turn a covered water claim into an uncovered mechanical damage claim. Use steam — not a pressure washer, not hot water. Steam melts the ice without stripping granules.
Salt socks and heat cables are stopgaps. Heat cables use meaningful electricity and treat the symptom.
Filing an ice dam claim correctly
- Photograph the interior damage as it appears — stained ceiling, wet insulation, buckled floor.
- Photograph the exterior ice before removal. Once it is steamed off, your evidence is gone.
- Call for emergency mitigation and keep the invoice. Mitigation is covered under your duty to prevent further damage even when removal itself is not.
- File promptly. Ongoing, slow leaks get denied as maintenance; sudden and accidental gets paid.
- Do not describe it as a recurring problem on the claim call if it is not. Describe what happened this time, accurately.
The permanent fix, in order
- Air seal the attic floor. Every can light, bath fan, wire penetration, and top plate. This is 70% of the problem and it is the step contractors skip.
- Insulate to R-49 to R-60. Minnesota code minimum for new construction is R-49; go higher.
- Ventilate. Continuous soffit intake plus ridge exhaust. Baffles at every rafter bay so insulation does not block the soffit.
- Ice and water shield at eaves and valleys the next time the roof is replaced — 6 feet up from the eave is the Minnesota standard.
Do all four and you will not have ice dams again. Do only insulation without air sealing and you probably still will.
