In a freeze-thaw climate, the base is the product. Pavers and poured concrete both fail for the same reason — a base that holds water and moves. Choose either one; just do not cheap out below the surface.

Why pavers win Minnesota winters
A paver patio is a flexible pavement. When the ground moves — and in Minnesota it moves 4 to 6 inches of frost heave every year — the joints take the movement. Concrete is rigid: the same movement has to go somewhere, and it goes into a crack.
Concrete's advantage is price and a clean monolithic look. If budget is the driver, concrete with a properly compacted class-5 base, fiber or rebar reinforcement, and correctly spaced control joints will do fine.
What a correct base looks like here
- Excavate 8–12 inches for a patio (more for a driveway)
- Geotextile fabric over subgrade in clay soils — most of the east metro
- 6–10 inches of compacted class-5 aggregate, compacted in 3–4 inch lifts
- 1 inch bedding sand, screeded not compacted (pavers)
- Edge restraint spiked every 12 inches (pavers)
- Polymeric joint sand, swept and activated
Contractors who quote 30 percent under the pack are almost always cutting base depth or skipping compaction lifts. That patio looks identical for two years and then goes wavy.

Fall install: still fine
Paver installation runs later into the season than concrete does — there is no cure window, so crews install pavers into November as long as the base can be compacted and is not frozen. Poured concrete needs above-freezing cure conditions or blankets and accelerators, which adds cost and risk.
