Every January the Twin Cities fills up with ice dams, and every January homeowners buy solutions that treat the symptom. Here is the actual mechanism and the actual fix.
What an ice dam is
An ice dam is a ridge of ice at the edge of your roof. It forms when the upper part of the roof is warm enough to melt snow, and the eave — which hangs over open air with no heated space beneath it — is not.
The sequence:
- Heat escapes from the house into the attic
- The attic warms the roof deck above the heated part of the house
- Snow on that section melts, even at 15°F outside
- Meltwater runs down toward the eave
- At the overhang, the roof deck is at outdoor temperature — the water refreezes
- Ice accumulates and forms a dam
- New meltwater pools behind the dam
- Standing water works up under the shingles — shingles shed water, they do not seal it
- Water enters the roof deck, then your ceiling and walls
The critical point: this is a heat loss problem, not a weather problem. A house with a genuinely cold attic does not get ice dams in the same storm that destroys the house next door.

Steam only — this matters enormously
Use low-pressure steam. Steam melts ice without touching the shingles.
Do not let anyone use a hammer, chisel, axe, ice pick, or pressure washer. Asphalt shingles at 10°F are brittle. Chipping strips off the protective granules and cracks the mat, and a pressure washer drives water up under the courses. People routinely destroy a roof removing an ice dam, then discover the damage in April.
Also do not use salt pucks or calcium chloride tablets tossed on the roof. They create channels, but the runoff corrodes gutters, kills the landscaping below, and stains siding.
What actually prevents them
In effectiveness order:
1. Air seal the attic floor — $700 to $2,500
The highest-value step, and the most skipped. Warm moist air rising through unsealed top plates, can lights, bath fan housings, chases, and the attic hatch is what warms your roof deck. Insulation does not stop air movement — only sealing does.
2. Insulate to R-49 or R-60 — $1,800 to $4,500
Most Twin Cities homes have R-19 to R-38. Code is R-49. R-60 is what performs.
3. Fix soffit-to-ridge ventilation — $500 to $1,800
Baffles at every rafter bay so insulation cannot block the soffit vents, and adequate ridge venting. The airflow keeps the deck cold.
4. Vent bath fans and dryers outside — $200 to $600
Not into the attic. This is disturbingly common and it dumps both heat and moisture.
5. Ice and water shield at the eaves — with the next roof
Minnesota code requires it, extending at least 24 inches inside the exterior wall line. It does not prevent the dam; it prevents the dam from leaking into your house. Do this whenever you re-roof.
What does not work (or barely does)
Heat cables. They melt a channel so water can escape, which does prevent interior leaks. They do not stop the dam from forming, they use meaningful electricity all winter, they typically last 3 to 5 years, and improperly installed they create their own melt-refreeze problems. Treat them as a bandage on an unfixable roof geometry, not as a solution.
Roof raking. Actually helpful — pulling the first three or four feet of snow off the eave after each storm genuinely reduces dam formation. It is free and it works. It does not remove ice already there, and doing it from a ladder in winter is how people get hurt.
Attic fans. Usually counterproductive. A powered attic fan can depressurize the attic and pull more conditioned air up from the house through every unsealed penetration.
Ventilating more without sealing more. Adding vents to an attic full of air leaks increases the airflow pulling warm air out of your house.
Problem spots and what they tell you
If dams form in only one area, that is where heat is escaping:
- Above a bathroom — the fan housing is leaking or vents into the attic
- Over a cluster of recessed lights — non-IC cans leaking heat straight up
- In a valley — snow collects deeper there; often just geometry
- Over an addition or a bump-out — usually poorly insulated at the connection
- On a story-and-a-half — knee walls and sloped ceilings, the hardest and most common Minneapolis and St. Paul bungalow problem
- Above a garage-adjacent bonus room — under-insulated floor and walls
Insurance
Many Minnesota policies cover the interior water damage from an ice dam, and some cover removal when there is active leaking. They almost never cover the insulation and ventilation work, because that is classified as maintenance.
Photograph everything before anything is touched, keep receipts, and call your agent before removal if you plan to file.
The bottom line
Removal is triage. If you are paying for steam removal two winters in a row, spend that same money on air sealing, insulation, and ventilation instead — the total is usually comparable to two removals, and it is the last time you deal with it.
