Ice dams form when heat leaking into the attic melts snow at the ridge and it refreezes at the cold eave. Heat cable treats the symptom. The fix is air sealing every penetration in the attic floor, bringing insulation up to depth, and making sure soffit-to-ridge ventilation actually moves air.
